Who we are

Operating where complexity is highest.

Level 5 Consulting Group is a specialist advisory firm with over 30 years of experience in development, recovery, and economic transformation, built on deep field engagement in the Middle East and expanded across Africa, Asia, and Europe. We work in the places that are hardest to reach and hardest to get right.

Our positioning

Level 5 specializes in contexts where institutional capacity is limited, risks are high, and conventional approaches fall short.

We bridge the gap between policy and implementation, ensuring that strategies are grounded in operational reality and capable of delivering measurable impact. Our focus areas include:

  • Recovery and reconstruction in post-crisis settings
  • Institutional strengthening for long-term resilience
  • Economic transformation through market-based approaches
  • Evidence generation for policy and investment decisions

Our clients return to us, across countries, programs, and years, because we deliver findings they can act on and relationships they can rely on.

Our evolution

Growth built on repeat mandates, not expansion for its own sake.

Level 5 was founded on direct field experience in the Middle East, one of the world's most demanding development environments. From that foundation, we have grown into a regional firm with offices in Istanbul, Muscat, and Palestine, delivering assignments across more than 20 countries.

Our commitment

Three principles, applied as operational standards.

Evidence

We do not offer opinions dressed as analysis. Every recommendation is grounded in rigorous, mixed-methods research adapted to the context, including environments where data is scarce and access is restricted. Our work generates insights decision-makers can act on, not reports that sit on shelves.

Integrity

Our value depends entirely on our independence. We provide objective, frank advice, including when findings are inconvenient or challenge existing assumptions. We have delivered difficult findings to major donors and UN agencies alike, and we stand behind our analysis.

Impact

We measure success by what changes as a result of our work, not by the document we produce. That means supporting the uptake of findings, building partners' capacity to use evidence, and designing recommendations that are sequenced, costed, and realistic.

Our approach

A structured, adaptive method, built for fragile environments.

Our approach is not a template; it is a set of principles that we apply with discipline and adjust to the specific demands of each assignment.

01

We start with context, not assumptions

Before any analytical framework is applied, we invest in understanding the political economy, institutional landscape, and operational constraints of the environment. In conflict-prone zones, the conditions that shape what is possible are fundamentally different from those in stable contexts.

02

We combine rigor with pragmatism

Our designs follow OECD/DAC standards and international best practice, while adapting data collection when field access is limited, security shifts mid-assignment, or populations are displaced. We do not sacrifice quality; we find ways to deliver it under pressure.

03

We work with stakeholders, not around them

We engage government counterparts, implementing partners, community representatives, and beneficiaries in ways that build ownership. Findings co-produced with key actors have a measurably higher uptake rate than external verdicts.

04

We integrate across the project cycle

Level 5 is structured to support clients from needs assessment and program design through implementation support, monitoring, and final evaluation, maintaining analytical continuity and institutional memory across phases.

05

We are built for complexity

Operating in conflict-affected and fragile states requires judgment to navigate institutional sensitivities, flexibility to adapt when conditions change, and the experience to know which approaches have worked in comparable environments.
